The Elevator Pitch and the two pamphlets make the public case. This volume is the source of truth behind them (Version 0.6, approved September 10, 2026): it governs mechanisms, definitions, implementation direction, policy status, evidence limits, and technical open questions.
Every claim carries one of five labels — fact, inference, proposal, estimate or benchmark, and open question — and the document maintains a list of claims that must not be made on its behalf.
The retirement transition figures — the $140 billion-a-year catch-up illustration, the payroll-tax decline toward about 2 cents, the transition close around 2110, and the cohort-table costs — are unscored author illustrations, not actuarial scores. Actuarial scoring is required before any legislative proposal, and the document says so wherever the figures appear.
